Should salary bands be flexible?

I believe if a salary band is too rigid, employers risk missing out on the best people.

This week we secured an offer for an applicant £40,000 over their salary band.

I accept this is a big number over the agreed scale but in this case, the client has definitely made the right long term choice.

Do you agree with my client or is there an argument to say that employers should stick to their guns?
